Clinical and Support Services for Children and Families include family preservation, family and foster parent support, counselling for children and families, and day treatment for children with emotional and behavioural issues or mental illness.

These services are primarily offered in collaboration with our partners in the Alderwood Family Development Centre and the Surrey North Family Service Centre. Both of these sites benefit from co-location and integration with the Ministry of Children and Family Development (MCFD) and other social agencies that serve the needs of children and families in their respective communities.

Surrey Family Preservation Program

The Surrey Family Preservation Program (SFPP) is an intensive, short-term (eight weeks), in-home family preservation service offered as an alternative to removing children from their families. Counselling, parenting, and life skills are taught based on the individual strengths and needs of each family. Families are linked to community resources that can assist them in sustaining the positive changes they make. Referrals can be made only through MCFD child protection workers in Surrey, and Langley.

Family Care Support Program

The Family Care Support Program helps foster parents care for and support the foster children placed in their homes. Each foster home is paired with a family counsellor who assesses the individual strengths and needs of the placement and provides support through counselling and education. Additional supports include:

  • foster parent support and education groups
  • socialization and educational support programs for children
  • child care counsellors

Referrals are accepted through the MCFD resource teams in South Fraser and Simon Fraser.

Cedarwood Family Program

The Cedarwood Family Program provides a range of mental health focus service, including highly specialized clinical and support services to help families cope more successfully with the very demanding requirements of raising children with significant and persistent behaviour challenges. Available services include: 

  • a waitlist support group
  • counselling for individuals, couples, and families
  • parent coaching
  • parent groups
  • case management
  • art therapy
  • play therapy
  • out-of-home assessment and support
  • school liaison
  • referrals to community resources
  • children groups

Identified children must be age 12 and under. Cedarwood accepts referrals made through MCFD in Surrey and Langley, Delta and White Rock.

Kennedy House Assessment Program

Kennedy House Assessment Program is a six-bed residential program located in Surrey that provides residential care and social, emotional, and behavioural assessment for children aged six through twelve. This three-month program focuses on assessment, stabilization, crisis intervention, and social skills development. Highly skilled, professional child care counsellors provide support in a warm, home-like environment. The program is staffed around the clock and has overnight “stay awake” counsellors on duty to support children when needed. All referrals are made through MCFD in South Fraser Region.

Out of Care Options Program

Caregivers of children through Kith and Kin Agreements (Section 8 of the Child, Family and Community Service Act) and through other non-traditional out-of-care placements will be provided concrete support in obtaining needed services, as well as assistance in the day-to-day management of behavioural, emotional, and developmental challenges of the children in their care.

The Out of Care Options Program will offer group and individual support, mediation between caregivers and parents/guardians, and linkages to key community services and networks of support. Referrals will only be accepted through MCFD.

Communities Caring for Children

Communities Caring For Children (CCC) emphasizes the need to build healthy, caring communities that are committed to strength-based approaches to child-rearing. CCC offers the parenting programs Right From the Start for parents of children under 1 year of age, COPEing with Toddler Behaviour for parents of children between the ages of 1 and 3 and Triple P (the Positive Parenting Program) for parents of children aged 3-6. All programs are offered at no cost to the participants. Child minding and bus tickets are also provided at no cost if needed.

Alderwood Family Development Centre

The Alderwood Family Development Centre is an intensive family-based, multi-disciplinary assessment, planning, and treatment program serving children aged six to twelve and their families. Open Monday to Friday from 8:00 a.m. to 8:00 p.m., Alderwood’s core services include clinical support services, day treatment with on-site schooling, and the Homebase Program. Other services include:

  • In house assessment and support
  • Psychiatric services
  • Psycho educational services
  • Speech and language services
  • Occupational therapy services
  • Evidence based treatment and planning
  • Parent Groups and Children's Group
  • On site educational services
  • Family and couples therapy
  • Filial Art and Play therapy

This centre is a partnership with MCFD, Vancouver School Board, BC Children’s Hospital, and the Aboriginal community. Alderwood’s evidence-based approach is designed to capitalize on the strengths of children, families, and communities.

Fetal Alcohol Spectrum Disorder Key Worker Program

Two key workers will provide support services to families of children and youth in Vancouver diagnosed with Fetal Alcohol Spectrum Disorder (FASD) and other complex developmental-behavioural conditions. These supports will consist of:

  • coordination of services from multiple sources
  • linking and brokering of resources
  • support groups
  • information and referral intervention regarding problem behaviours
  • parent-to-parent self-help initiatives
  • outreach support to children, youth, and families

Referrals are accepted from MCFD, schools, local health authorities, and BC Children’s Hospital.
